President's Message

Welcome Back, WTU Family!

 

I hope you had a restful and meaningful Spring Break with time to reset and recharge with family and friends. I also hope that everyone who celebrated Passover or Easter had a week filled with peace and joy. As you return to your classrooms, I want to express my heartfelt gratitude for your unwavering dedication to our students, especially during these challenging times.

 

This past Friday, you should have received retroactive pay backdated to October 1, 2024. Under our new contract, everyone in our bargaining unit should have received their bonus, a pay raise, as well as retro pay. This is a well-deserved recognition of your hard work. If your retroactive pay was not reflected in your paycheck, please reach out to your WTU Field Representative, or contact the Union office directly—we're here to support you.

 

I understand that many of you are concerned about the proposed budget cuts and their potential impact on our schools especially since the US House of Representatives went on a two-week recess on April 11th without bringing the District of Columbia Local Funds Act to the floor for a vote. Thank you again to all those who continue to make calls to members of the US of House Representatives and to all those who came out to show support for the Recess on the Hill Rallies on Capitol Hill on March 14th and April 7th.  See D.C. We will continue to keep you informed and make sure that teachers' voices are heard as the DC Council reviews the mayor’s proposed budget. No educator or those who work hard every day for our DC citizens should fear the loss of their position because of flawed funding models or vanishing federal support.

WTU Related Service Providers Follow Up Meeting on the New Medicaid Requirements Occurring Tuesday, April 29th, at 4:30 pm

Please be aware that at 4:30 pm on Tuesday, April 29th, WTU will be hosting an important virtual follow up meeting for Related Service Providers on the District of Columbia Public Schools new Medicaid requirements with our WTU attorney.

 

  Labor Solidarity Rally at the Freedom Plaza on May 1st "May Day"

AM BREW_ April 7th, 2025

Dear WTU Family,

I hope you are staying well and had a chance to again enjoy the signs of spring this weekend. In these uncertain times, your continued courage, solidarity, and unwavering commitment to justice are what fuel our collective strength—and this past week was no exception.

On Friday evening, WTU members stood loud and proud in Lamont Park for the Rally for Migrant Families, raising their voices for our immigrant students and families. Thank you for showing up in support. Your presence sent a clear message: our schools should be safe spaces, and our union stands with all families—always.

Just one day later, on Saturday, April 5, many of you showed up strong once again at the nationwide #HandsOff rally to fight back against overreach and defend public education. Your voices were heard not just across our city, but across the country.

We know not everyone will be able to attend today’s rally—Recess at the Capitol Part 2, taking place Monday, April 7 at 9:30 AM at Spirit of Justice Park. Many of you will be working during that time. But there is still a powerful way to stay involved: encourage your students and their families to represent us. With no school for students that day, it is a perfect opportunity for them to stand up and advocate for their futures.

These are challenging times, but when we band together, we win together. Every voice matters. Every action counts—no matter how small.

Passing the DC Local Funds Act is essential. Without it, our schools and communities stand to lose critical resources. But with your continued strength and solidarity, I know we can rise to this challenge—just as we always have.

Let’s keep showing up, speaking out, and standing together for our students, our profession, and each other. Wishing you a peaceful and powerful week ahead as we approach a well-deserved Spring Break.

Rally for Migrant Families

Hands Off DC Rally

PERB Hearing Examiner Finds that DCPS Violated the Law by Not Bargaining in Good Faith

On April 2, a Hearing Examiner with the DC Public Employee Relations Board issued a report finding that DCPS committed an unfair labor practice by refusing to bargain in good faith with WTU during contract negotiations last year. The report confirmed what we already knew: DCPS unlawfully refused to negotiate over several topics with WTU, including topics that had been included in the CBA for decades. While the parties eventually reached a new contract at the end of last year – which protected all of the rights of members that DCPS sought to take away – the process to get to that agreement was made difficult by DCPS’s unlawful actions in refusing to even discuss certain topics with the Union for months. We are pleased that the Hearing Examiner recognized that DCPS’s actions violated the law. DCPS may appeal the report to the full PERB within two weeks, which will decide whether the report will become the final decision of the PERB.

2025 Diverse Teacher Pipeline Grant Application

The Center for Black Educator Development is excited to announce that our 2025 Diverse Teacher Pipeline Grant Application is now open! They are seeking to support nonprofit organizations that are working to rebuild diverse teacher pipelines in their local communities. If your organization supports the recruitment, development and/or retention of diverse teachers, then they invite you to apply for this grant opportunity. AM BREW_ March 31st. 2025

President's Message

Dear WTU Family,


I hope you had a good week and enjoyed the beautiful warm weekend with cherry blossoms in full bloom across our city. Last week was eventful for our Union, with significant developments both locally and nationally that directly impact our students, our schools, and our profession.


On March 26, the WTU was notified that a representative from the U.S. Department of Homeland Security attempted to enter a DCPS school to inquire about an employee's immigration status. WTUleadership directly contacted the WTU Building Representative at this school and the DCPS Chancellor. According to both individuals, the OAG Guidance on Immigration Enforcement was followed, and the representative from DHS did not enter the school building. The WTU will continue to urge all members to follow the OAG Guidance on Immigration Enforcement for DC schools.


On March 27, AFT President Weingarten and I sent a letter to all U.S. House of Representatives offices urging swift passage of the District of Columbia Local Funds Act, 2025. The Senate unanimously approved this bill on March 14th. We continue to encourage all WTU members to call U.S. House Representatives to pass this bill without any amendments. Please call after your tour of duty. We hope everyone will participate to keep the District from losing $1 billion in cuts to our local budget of which $358 million would be from public education.


Lastly, the current administration issued executive orders that directly impact public education and our members. Please consider coming out to the Hands-Off Rally at the Washington Monument on Saturday, April 5th to stand up for democracy and freedom and stop the current administration and the billionaire power grab. Last Thursday, AFT President Weingarten and WTU President Pogue Lyons sent a letter to all U.S. House of Representatives offices urging them to swiftly bring the District of Columbia Local Funds Act, 2025 to the floor and pass it as the Senate unanimously approved on March 14th. Our partners at Free DC, have created a call list and a call script to encourage the U.S. House of Representatives to pass this bill without any amendments. If not, D.C. will face a $1 billion cut in our local budget, of which $358 million would be from public education. 

We are urging all WTU members to call Representatives after your tour of duty. Additionally, if you have friends and relatives who live outside of D.C., please ask them to reach out to their Representative to support this bill.

Support Tubman Elementary School Teachers

Support Tubman Teachers! Tubman Elementary School is facing major budget cuts in the district-- 1.2 million dollars or about 9.7% of their operating budget. While in a swing space, Tubman Elementary School’s student enrollment has decreased because the school is currently in a swing space due to renovation, and its students lack access to transportation to the school. Please sign our letter at bit.ly/RestoreTubmanBudget to tell the DCPS and District leaders that you stand with Tubman students, teachers, and families.

If your school is facing major budget cuts, please reach out to the WTU Field Representative for your school. WTU’s mission is to support all schools during this challenging budget season.

 

Immigration Concern at a DCPS School

On Wednesday, the WTU was notified that a representative from the U.S. Department of Homeland Security (DHS) attempted to enter a DCPS school to inquire about the immigration status of an employee. WTU leadership directly contacted the WTU Building Representative at this school and the DCPS Chancellor. According to both, the OAG Guidance on Immigration Enforcement for DC Schools was followed at the school, and the representative from DHS did not enter the school. Families and staff at the school will receive direct information from DCPS regarding the events of today. DCPS will give support, guidance, and counseling if needed.

The WTU is urging all members to follow the OAG Guidance on Immigration Enforcement for DC Schools. The guidance is available in English, Spanish, French, Korean, Chinese, and Vietnamese.

Additionally, we strongly recommend our members read and familiarize yourself with the FAQ document prepared by WTU’s attorneys to advise WTU members on the legal protections and risks for teachers in the area of immigration. The FAQ is available by clicking here. We would like to particularly emphasize:

Question # 3. What should Teachers do if they encounter ICE agents at school?

• Direct all ICE requests for entry or any other inquiries to the Principal, who should contact the DCPS Office of General Counsel.  

• Do not consent to letting ICE agents into non-public school areas. Tell ICE agents that you are not authorized to let them into non-public school areas, state that DC policy requires law enforcement to have a warrant, and direct them to the Principal, who should contact DCPS Office of Legal Counsel. Do not try to determine for yourself whether ICE is legally permitted to enter non-public areas.  

• If you are asked directly by ICE agents about your knowledge of a student’s immigration status, respond that DCPS policy is not to inquire into the immigration status of students and report the inquiry to the Principal.  

• If you are asked for any records relating to a student, cite FERPA (the law that protects the confidentiality of student educational records) and direct the request to the Principal, who should contact DCPS’s Office of Legal Counsel.

4% Bonus For FY 24 Update

As a friendly reminder, the 4% Bonus for FY 24, was disbursed on 3/21/2025. 

 

According to the DCPS Compensation Team, those who eligible who have not received their FY 24 Bonus, should have received it last Wednesday, March 26th. Additionally, you may review the payment amount in PeopleSoft.

 

If you have not received your FY 24 Bonus and did not have a break in service during the 2023-2024 school year, please email DCPS Compensation at [email protected] to inquire about your status. Additionally, reach out to your WTU Field Representative to have your name added to the list that will be elevated.

Question # 3. What should Teachers do if they encounter ICE agents at school?

 

• Direct all ICE requests for entry or any other inquiries to the Principal, who should contact the DCPS Office of General Counsel.  

• Do not consent to letting ICE agents into non-public school areas. Tell ICE agents that you are not authorized to let them into non-public school areas, state that DC policy requires law enforcement to have a warrant, and direct them to the Principal, who should contact DCPS Office of Legal Counsel. Do not try to determine for yourself whether ICE is legally permitted to enter non-public areas.  

• If you are asked directly by ICE agents about your knowledge of a student’s immigration status, respond that DCPS policy is not to inquire into the immigration status of students and report the inquiry to the Principal.  

• If you are asked for any records relating to a student, cite FERPA (the law that protects the confidentiality of student educational records) and direct the request to the Principal, who should contact DCPS’s Office of Legal Counsel.

4% Bonus For FY 24 Update

As a friendly reminder, the 4% Bonus for FY 24, was disbursed on 3/21/2025. 

 

According to the DCPS Compensation Team, those who eligible who have not received their FY 24 Bonus, should have received it yesterday, March 26th. Additionally, you may review the payment amount in PeopleSoft.

 

If you have not received your FY 24 Bonus and did not have a break in service during the 2023-2024 school year, please email DCPS Compensation at [email protected] to inquire about your status. Additionally, reach out to your WTU Field Representative to have your name added to the list that will be elevated.

 

Virtual Leave of Absence and Leave Bank Support Sessions

Next Tuesday, April 1st, there will be virtual WTU leave of absence and leave bank support sessions from 4:30 pm to 6:30 pm. Please note that registration in advance is required if you are interested in a session. You may register in advance by clicking here.

We’ll break down the key components, clarify evaluations, and answer your questions to ensure you feel confident navigating the process.

AM BREW_ MARCH 26TH, 2025 _ BREW TO-GO

Immigration Concern at a DCPS School

Earlier today, the WTU was notified that a representative from the U.S. Department of Homeland Security (DHS) attempted to enter a DCPS school to inquire about the immigration status of an employee. WTU leadership directly contacted the WTU Building Representative at this school and the DCPS Chancellor. According to both, the OAG Guidance on Immigration Enforcement for DC Schools was followed at the school, and the representative from DHS did not enter the school. Families and staff at the school will receive direct information from DCPS regarding the events of today. DCPS will give support, guidance, and counseling if needed.

The WTU is urging all members to follow the OAG Guidance on Immigration Enforcement for DC Schools. The guidance is available in English, Spanish, French, Korean, Chinese, and Vietnamese.

Additionally, we strongly recommend our members read and familiarize yourself with the FAQ document prepared by WTU’s attorneys to advise WTU members on the legal protections and risks for teachers in the area of immigration. AM BREW_ MARCH 24TH, 2025

Dear WTU Family,

I hope you had a moment to enjoy the beginnings of spring—warmer temperatures, longer days, and the first signs of blossoms around our beautiful city.

 We know that most of you received your 4% bonus for FY 24 on Friday, March 21st. According to the DCPS Compensation Team, those who did not receive their bonus on Friday should receive it on Wednesday, March 25th. If you are still waiting, please email [email protected] and notify your WTU Field Representative so we can escalate your case to LMER. We’ll continue to monitor this situation until everyone who qualifies receives their bonus.  

On March 14th, the Senate unanimously passed the District of Columbia Local Funds Act of 2025.  If passed by the US House of Representatives, this legislation will prevent the devastating $1billion in cuts to D.C.’s FY 2025 budget – including $358 million in public education funding. We were successful in our efforts with the US Senate because of your actions, from Recess at the Capitol to rallies at the Wilson Building and the Department of Education to reaching out to Senators across the country. Our advocacy has also been elevated through media engagement. For example, WTUjoined WHUR’s Daily Drum to talk about the potential budget impact, the role of the Department of Education, and the importance of protecting DEI initiatives. We need our members to encourage the US House of Representatives to pass this bill unanimously. We’re encouraging you to reach out to members of the US House of Representatives. This bill is crucial to keeping our first responders and essential District services which includes firefighters, police officers and of course teachers. District of Columbia Local Funds Act, 2025

Due to D.C.'s collective actions during the week of March 10th, the Senate unanimously passed the "District of Columbia Local Funds Act of 2025" on March 14th. Now, we have to ensure that this bill will be passed by the U.S. House of Representatives.

 

Our partners at Free DC, have created a call list and a call script to encourage the U.S. House of Representatives to pass this bill without any amendments. If not, D.C. will face a $1 billion cut in our local budget, of which $358 million would be from public education.

 

Being that the U.S. House of Representatives returned from their recess today, we are urging all WTU members to call Representatives after your tour of duty. Additionally, if you have friends and relatives who live outside of D.C., please ask them to reach out to their Representative to support this bill.

 

Lastly, the D.C. Fiscal Policy Institute created this blog to debunk the "Five Misunderstandings About the Congressional Bill to Protect the District’s Budget." Please read and share this blog as well. 

WTU Group Grievance On Article 23.8. Thirty-Minute Morning Block

Due to the large number of complaints we heard from several schools throughout DCPS, the WTUon March 8th, 2025 filed a group grievance pertaining to DCPS' contractual violation of Article 23.8 Thirty-Minute Morning Block and for many schools, specifically, Article 23.8.5. Please continue to let your WTU Field Representative know if your school is violating the Thirty-Minute Morning Block contractual article of the WTU-DCPS Collective Bargaining Agreement.

Dear WTU Family,

As we wrap up another week of advocacy, I want to express my deepest gratitude for your dedication. Your voices, actions, and solidarity have once again made a difference for D.C. schools and families.

Standing Strong Against Budget Cuts

We came together to fight against a bill that would have stripped D.C. of its budget and autonomy and imposed devastating cuts exceeding $1 billion—including $358 million from public education. Thanks to our collective efforts, the Senate unanimously approved a bill to prevent these cuts, protecting critical services for our city.

Recess at the Capitol Hill: A Powerful Moment

Last week’s Recess at the Capitol was a powerful demonstration of our strength. Teachers, parents, and children visited Senate offices, making it clear how harmful this legislation would be. It was especially moving to see children drawing and playing in the Atrium outside Senate offices—a quiet yet powerful reminder of who would be most affected. Your presence at the Hart Senate Office Building amplified our message and showed the nation that D.C. stands together.

Collective Actions and Acknowledgments

You overwhelmingly responded to the WTU group text messages. Your calls, emails, and personal outreach to senators brought to life the urgent need to protect D.C.'s budget and essential services. Our unyielding participation is a testament to the power of solidarity. The rallies at the John A. Wilson Building, the Hart Senate Office Building, and the Department of Education brought together educators, students, and community leaders, reinforcing our unwavering commitment to public education and city services.

We particularly want to extend our heartfelt thanks to the Senators from Maryland and Virginia for their support. Their advocacy was critical in ensuring the Senate took action to protect D.C.'s budget. We also extend deep appreciation to AFT President Randi Weingarten for inspiring and mobilizing our young activists during this critical time.

What’s Next?

While the Senate’s approval is a victory, the bill now moves to the House of Representatives. We must keep up the pressure to ensure it passes. Please continue reaching out to House members, stay engaged on social media, and be ready to mobilize again if needed.

Your collective efforts are making a real impact. Let’s keep up the fight for our students, educators, and families.

AM Brew To-Go March 12th, 2025

Yesterday the House of Representatives passed a federal spending bill that would disastrously interfere in DC's local government.

The new bill is missing key language granting DC the authority to administer its own local budget. If the bill passes as written, DC would be forced to immediately cut more than $1 billion in local spending — meaning Metro workers, teachers, emergency first responders, and District agency staff would all face potential furloughs or layoffs.

At 10 am tomorrow, Thursday, March 13th, join parents and other educators at the Hart Senate Office Building- Atrium (120 Constitution Ave NE, Washington, DC 20002 US) to show Senators what it would mean if D.C. teachers lose their jobs due to the federal spending bill. Children and families are invited to join us for office visits.

AM BREW_March 10th, 2025

 

President's Message

 

 

Dear WTU Family,

 

With a grateful heart, I want to thank everyone who made our March 4th Day of Action a success! Over 200 teachers participated in our virtual literacy teach-in, while many others distributed flyers, wore red in solidarity, and organized letter-writing campaigns. Later that day, WTU leadership and staff also stood with AFGE members to oppose the termination of federal government employees. Your advocacy is making a real impact—read more here.


Please try to join us for the Representative Assembly Meeting on March 11th at 4:30 PM (Online via Zoom) where we will discuss future actions to support students, families and teachers. This is not a sprint; it is a marathon. We will continue to discuss how we build our power and our voice during these challenging times.


WTU is hosting Virtual Leave of Absence and Leave Bank Support Sessions on March 12th, 17th, 19th, and April 1st from 4:30–6:30 PM. Register here. We hope this will prove helpful in answering any concerns or questions you have regarding the sick, maternity, and paternity leave bank, particularly now that we have a new contract with additional leave bank benefits.


We hope everyone received their 2% raise in their paycheck this past Friday. If you have any concerns or questions about your pay, please reach out to the Field Representative from your school. Everyone in our bargaining unit will receive their 4% bonus from Fiscal Year 2024 this month. In April, you will receive the retro payment due based on your 2% raise that was effective October 1st, 2024.


Together, we will keep pushing for the resources, respect, and support that our educators and students deserve.

Day of Action on March 4

 

 

 

 

Thank you to all those who participated in the Day of Action on March 4th. Last Tuesday, we had over 200 teachers participate in the virtual teach-in PD on reading and literacy. Additionally, many schools participated in the flyer distributions, wore their red WTU t-shirt, and facilitated a letter-writing campaign. At noon on March 4th, President Pogue Lyons and WTU staff participated in AFGE’s rally to stop DOGE’s harmful cuts to federal workers. The Jeremy Black Scholarship Fund at the TraRon Center Deadline

 

The deadline for the application for The Jeremy Black Scholarship Fund at the TraRon Center has been extended until April 25, 2025. This is opportunity for:

  • High School seniors who have lost a loved one to gun violence.
  • High School seniors who live in Wards 5, 7 and 8.
  • High School seniors going to two- and four-year institutions of higher learning, including vocational and apprenticeship programs.
