Dear WTU Family,

I hope you had a moment to enjoy the beginnings of spring—warmer temperatures, longer days, and the first signs of blossoms around our beautiful city.

 We know that most of you received your 4% bonus for FY 24 on Friday, March 21st. According to the DCPS Compensation Team, those who did not receive their bonus on Friday should receive it on Wednesday, March 25th. If you are still waiting, please email [email protected] and notify your WTU Field Representative so we can escalate your case to LMER. We’ll continue to monitor this situation until everyone who qualifies receives their bonus.  

On March 14th, the Senate unanimously passed the District of Columbia Local Funds Act of 2025.  If passed by the US House of Representatives, this legislation will prevent the devastating $1billion in cuts to D.C.’s FY 2025 budget – including $358 million in public education funding. We were successful in our efforts with the US Senate because of your actions, from Recess at the Capitol to rallies at the Wilson Building and the Department of Education to reaching out to Senators across the country. Our advocacy has also been elevated through media engagement. For example, WTUjoined WHUR’s Daily Drum to talk about the potential budget impact, the role of the Department of Education, and the importance of protecting DEI initiatives. If you missed that discussion on social media, you can click here to listen.  These efforts underscore the power of our unity—but we cannot let up now.

We need our members to encourage the US House of Representatives to pass this bill unanimously. We’re encouraging you to reach out to members of the US House of Representatives. This bill is crucial to keeping our first responders and essential District services which includes firefighters, police officers and of course teachers. 4% Bonus For FY 24 Update

As a friendly reminder, the 4% Bonus for FY 24, was disbursed on 3/21/2025. 

According to the DCPS Compensation Team, those who eligible who have not received their FY 24 Bonus, will receive it on March 26th. Additionally, you may review the payment amount in PeopleSoft.

If you have not received your FY 24 Bonus and did not have a break in service during the 2023-2024 school year, please email DCPS Compensation at [email protected] to inquire about your status. Additionally, reach out to your WTU Field Representative to have your name added to the list that will be elevated.

District of Columbia Local Funds Act, 2025

Due to D.C.'s collective actions during the week of March 10th, the Senate unanimously passed the "District of Columbia Local Funds Act of 2025" on March 14th. Now, we have to ensure that this bill will be passed by the U.S. House of Representatives.

 

Our partners at Free DC, have created a call list and a call script to encourage the U.S. House of Representatives to pass this bill without any amendments. If not, D.C. will face a $1 billion cut in our local budget, of which $358 million would be from public education.

 

Being that the U.S. House of Representatives returned from their recess today, we are urging all WTU members to call Representatives after your tour of duty. Additionally, if you have friends and relatives who live outside of D.C., please ask them to reach out to their Representative to support this bill.

 

Lastly, the D.C. Fiscal Policy Institute created this blog to debunk the "Five Misunderstandings About the Congressional Bill to Protect the District’s Budget." Please read and share this blog as well. 

WTU Group Grievance On Article 23.8. Thirty-Minute Morning Block

Due to the large number of complaints we heard from several schools throughout DCPS, the WTUon March 8th, 2025 filed a group grievance pertaining to DCPS' contractual violation of Article 23.8 Thirty-Minute Morning Block and for many schools, specifically, Article 23.8.5. Please continue to let your WTU Field Representative know if your school is violating the Thirty-Minute Morning Block contractual article of the WTU-DCPS Collective Bargaining Agreement.

Dear WTU Family,

As we wrap up another week of advocacy, I want to express my deepest gratitude for your dedication. Your voices, actions, and solidarity have once again made a difference for D.C. schools and families.

Standing Strong Against Budget Cuts

We came together to fight against a bill that would have stripped D.C. of its budget and autonomy and imposed devastating cuts exceeding $1 billion—including $358 million from public education. Thanks to our collective efforts, the Senate unanimously approved a bill to prevent these cuts, protecting critical services for our city.

Recess at the Capitol Hill: A Powerful Moment

Last week’s Recess at the Capitol was a powerful demonstration of our strength. Teachers, parents, and children visited Senate offices, making it clear how harmful this legislation would be. It was especially moving to see children drawing and playing in the Atrium outside Senate offices—a quiet yet powerful reminder of who would be most affected. Your presence at the Hart Senate Office Building amplified our message and showed the nation that D.C. stands together.

Collective Actions and Acknowledgments

You overwhelmingly responded to the WTU group text messages. Your calls, emails, and personal outreach to senators brought to life the urgent need to protect D.C.'s budget and essential services. Our unyielding participation is a testament to the power of solidarity. The rallies at the John A. Wilson Building, the Hart Senate Office Building, and the Department of Education brought together educators, students, and community leaders, reinforcing our unwavering commitment to public education and city services.

We particularly want to extend our heartfelt thanks to the Senators from Maryland and Virginia for their support. Their advocacy was critical in ensuring the Senate took action to protect D.C.'s budget. We also extend deep appreciation to AFT President Randi Weingarten for inspiring and mobilizing our young activists during this critical time.

What’s Next?

While the Senate’s approval is a victory, the bill now moves to the House of Representatives. We must keep up the pressure to ensure it passes. Please continue reaching out to House members, stay engaged on social media, and be ready to mobilize again if needed.

Your collective efforts are making a real impact. Let’s keep up the fight for our students, educators, and families.

Thank you to the 700 children, parents, and teachers who came out to Recess at the Capitol and over 200 WTU members who took the time on Friday to call Senators. AM Brew To-Go March 12th, 2025

Yesterday the House of Representatives passed a federal spending bill that would disastrously interfere in DC's local government.

The new bill is missing key language granting DC the authority to administer its own local budget. If the bill passes as written, DC would be forced to immediately cut more than $1 billion in local spending — meaning Metro workers, teachers, emergency first responders, and District agency staff would all face potential furloughs or layoffs.

At 10 am tomorrow, Thursday, March 13th, join parents and other educators at the Hart Senate Office Building- Atrium (120 Constitution Ave NE, Washington, DC 20002 US) to show Senators what it would mean if D.C. teachers lose their jobs due to the federal spending bill. Children and families are invited to join us for office visits.

Join the Sunrise Movement for the Rally to Save our Schools tomorrow, Thursday, from 5 pm - 6:30 pm to rally against the cuts to the Department of Education. Our national AFT President Weingarten Randi Weingarten will be speaking at the rally.

AM BREW_March 10th, 2025

 

President's Message

 

 

Dear WTU Family,

 

With a grateful heart, I want to thank everyone who made our March 4th Day of Action a success! Over 200 teachers participated in our virtual literacy teach-in, while many others distributed flyers, wore red in solidarity, and organized letter-writing campaigns. Later that day, WTU leadership and staff also stood with AFGE members to oppose the termination of federal government employees. Your advocacy is making a real impact—read more here.


Please try to join us for the Representative Assembly Meeting on March 11th at 4:30 PM (Online via Zoom) where we will discuss future actions to support students, families and teachers. This is not a sprint; it is a marathon. We will continue to discuss how we build our power and our voice during these challenging times.


WTU is hosting Virtual Leave of Absence and Leave Bank Support Sessions on March 12th, 17th, 19th, and April 1st from 4:30–6:30 PM. Register here. We hope this will prove helpful in answering any concerns or questions you have regarding the sick, maternity, and paternity leave bank, particularly now that we have a new contract with additional leave bank benefits.


We hope everyone received their 2% raise in their paycheck this past Friday. If you have any concerns or questions about your pay, please reach out to the Field Representative from your school. Everyone in our bargaining unit will receive their 4% bonus from Fiscal Year 2024 this month. In April, you will receive the retro payment due based on your 2% raise that was effective October 1st, 2024.


Together, we will keep pushing for the resources, respect, and support that our educators and students deserve.

Day of Action on March 4

 

 

 

 

Thank you to all those who participated in the Day of Action on March 4th. Last Tuesday, we had over 200 teachers participate in the virtual teach-in PD on reading and literacy. Additionally, many schools participated in the flyer distributions, wore their red WTU t-shirt, and facilitated a letter-writing campaign. At noon on March 4th, President Pogue Lyons and WTU staff participated in AFGE’s rally to stop DOGE’s harmful cuts to federal workers. The Jeremy Black Scholarship Fund at the TraRon Center Deadline

 

The deadline for the application for The Jeremy Black Scholarship Fund at the TraRon Center has been extended until April 25, 2025. This is opportunity for:

  • High School seniors who have lost a loved one to gun violence.
  • High School seniors who live in Wards 5, 7 and 8.
  • High School seniors going to two- and four-year institutions of higher learning, including vocational and apprenticeship programs.

The Trump administration wants to make painful cuts to education and healthcare in order to slash taxes for billionaires. The administration’s plan to “block grant” federal education programs and gut the U.S. Department of Education would rob 26 million students living in poverty of critical services and 7.5 million students with disabilities of special education support. It would eliminate career and technical education for 12 million students, threatening their future job opportunities. Slashing Medicaid and student loans could strip healthcare coverage from 10.3 million people and end access to student loans, making college unaffordable for another 10 million working-class families.

 

Our National, AFT is asking WTU to Join in the March 4 Call to Action and stand up to protect our kids!

Tomorrow, Tuesday, March 4, educators, students, parents and community allies will stand up against assaults on public education and on opportunity for America’s youth. We are calling on lawmakers to strengthen, not undermine, our local public schools and the services they provide to children, families and communities.

This email serves as guidance for our united action on March 4th.

Our Action Plan includes:

  • Grab – N- Go– Material Distribution at school sites (supported by the (MWLC-AFL-CIO)- Fellow unionist and friends of the WTU will flyers outside of school from 7:30 am-8:30am (Unless you have been given permission by your administrator, any teacher who participates in the flyer dissemination. Ramadan Mubarak to all observing this sacred time of fasting, prayer, and reflection!

A heartfelt thank you to those who testified at the Performance Oversight Hearing—your voices matter and help drive change for our students and families. We also appreciate everyone who attended last Thursday’s Mobilizing Meeting.

Tomorrow, March 4th, the WTU will stand with the AFT to defend public education. We are also happy to announce that our brothers, sisters and siblings in labor from the Metro Labor Council will also be supporting us. Here’s how you can act:

  • Flyer Distribution (7:30-8:30 AM): Help spread the word as families arrive. Contact your Building Rep for details.
  • Virtual Teach-In (8:10-8:40 AM): Join our city-wide PD on reading and literacy via Zoom.

School budgets were released last Thursday. We know this is a time of stress and anxiety for school communities. Please reach out to the WTU or your Field Representative with budgetary concerns and cuts your school might be facing. The WTU will actively advocate and elevate your plight to DCPS and City leaders to ensure that they follow the Schools First in Budgeting Act and that cuts aren’t made to hurt students, teachers, and the school community. Let’s make this week one of advocacy and hope!

Update On Payment Status For The New Contract

WTU leadership has been working hard to ensure that you receive your retroactive FY 24 Bonus and FY 25 raise as soon as possible.

Even though our new contract states that DCPS has 120 days to make these payments after DC Council approved our contract on January 7th, 2025, DCPS has put it on record during the D.C. Council Performance Oversight Hearing that the payments are scheduled to be made sooner. Click here to view this interaction.

Four Teacher-Initiated Morning Blocks Each Week

Article 23.8.5 is clear that four of the Morning Blocks each week are reserved for Teacher-initiated planning. Even during the December 20, 2024, DC Council Public Roundtable for our new contract and prior to it being approved by D.C. Council, Chancellor Ferebee stated, "...increasing the number of Morning Blocks that are Teacher-initiated for planning from two to four each week." Click here to view this interaction. 

 

It is unfortunate that DCPS is now claiming that on a shorter week, principals are entitled to one Morning Block. However, the contract does not state that principals are entitled to one Morning Block each week, article 23.8.4 states, "Morning Blocks that are not reserved for Teacher-initiated individual or collaborative planning will be principal-led."

 

If DCPS wanted one principal-led Morning Block each week, they should have brought it up during negotiations, not after 2,880 (96%) WTU members voted in favor for this contract and this contract being unanimously approved by D.C. Council.

 

Additionally, per Article 23.8.6. "If a Supervisor causes a Teacher to lose a Morning Block, the Teacher shall receive compensation for the additional workload using Administrative Premium." Click here for a copy of the administrative premium form.

DCPS has verbally informed the WTU that the recent guidance from the Office of the Attorney General for the District of Columbia on Immigration Enforcement for District Schools will supersede the DCPS Immigration Guidance from 2016. The deadline for the application for The Jeremy Black Scholarship Fund at the TraRon Center has been extended until April 25, 2025. This is opportunity for:

  • High School seniors who have lost a loved one to gun violence.
  • High School seniors who live in Wards 5, 7 and 8.
  • High School seniors going to two- and four-year institutions of higher learning, including vocational and apprenticeship programs.

The Trump administration wants to make painful cuts to education and healthcare in order to slash taxes for billionaires. The administration’s plan to “block grant” federal education programs and gut the U.S. Department of Education would rob 26 million students living in poverty of critical services and 7.5 million students with disabilities of special education support. It would eliminate career and technical education for 12 million students, threatening their future job opportunities. Slashing Medicaid and student loans could strip healthcare coverage from 10.3 million people and end access to student loans, making college unaffordable for another 10 million working-class families.

 

Our National, AFT is asking WTU to Join in the March 4 Call to Action and stand up to protect our kids!

On Tuesday, March 4, educators, students, parents and community allies will stand up against assaults on public education and on opportunity for America’s youth. We are calling on lawmakers to strengthen, not undermine, our local public schools and the services they provide to children, families and communities.

This email serves as guidance for our united action on March 4th.

Our Action Plan includes:

  • Grab – N- Go– Material Distribution at school sites (supported by the (MWLC-AFL-CIO)- Fellow unionist and friends of the WTU will flyers outside of school from 7:30 am-8:30am (Unless you have been given permission by your administrator, any teacher who participates in the flyer dissemination. President's Message

Good Morning WTU Family!

 

I hope you all had a peaceful long weekend, filled with rest and relaxation. Taking time to recharge is essential, and I hope you are returning feeling refreshed and ready for the weeks ahead.

 

Frederick Douglass once said, "Power concedes nothing without a demand. It never did and it never will." His words remind us that advocating for our rights requires persistence and collective action.

 

Since the ratification of our contract on January 7th, our AM Brew newsletters have highlighted new contract articles, including morning blocks and pay for coverage. We want to assure you that the WTU is committed to holding DCPS accountable for implementing the contract as agreed. If you are experiencing challenges at your school, please reach out to your school’s field representative immediately.

 

Our membership overwhelmingly supported this contract, with 96% voting in favor! This strong endorsement demonstrates our members' support for the hard work and dedication of our nearly 30-member bargaining team, who tirelessly fought to secure meaningful improvements in working conditions. Moreover, this CBA was ratified unanimously by DC City Council on January 7th, 2025.

 

Teachers must receive four morning blocks. In shorter weeks (e.g., four-day weeks and three-day weeks), teachers should receive all the morning blocks for that week. Schools must adhere to the contract and provide proper compensation for coverage under Article 23.17.5.2.3. Our focus is on ensuring DCPS upholds its commitments. We will not tolerate violations of the contract and will take action to hold everyone accountable.

  • VP High School Meeting – February 18, 4:30 PM (Virtual)
    We will continue discussions on the proposed high school graduation requirements as well as review the results of the student cell phone use survey. If you have not completed the survey, please take a moment to fill out the survey. Your feedback will help us understand how cell phone use affects the learning environment.
  • International Teachers Meeting – February 25, 4:30 PM (Virtual)

Is LEAP Mandatory During My Planning Time?

We have received many questions regarding whether School Leaders can use planning periods for LEAP sessions. Per an email from DCPS' Office of the General Council for the Labor Management & Employee Relations:

 

"Article 23.6.1.1. stipulates what planning time can be used for:

The Parties agree that planning periods shall be used for instructional purposes: planning lessons, reviewing student work, maintaining student records, holding conferences, and other similar activities.

 

While LEAP/PD could arguably be "other similar activities", I don't recommend planning periods be used for LEAP or programmatic meetings unless the teachers agree to attend or the teachers are otherwise getting the minimum amount of planning required in the CBA, so those LEAP meetings do not result in a loss of planning time. This should also be discussed with the SCAC first."

Planning Periods According to the CBA

Elementary Planning Periods

 

"23.6.2. Elementary Planning Periods


23.6.2.1. General Rules

 

23.6.2.1.1. All Teachers serving in elementary schools shall receive two hundred twenty-five (225) minutes per week for planning periods.


23.6.2.1.2. The planning periods shall be scheduled during the normal workday, as defined in this Agreement.


23.6.2.1.3. The Supervisor, in consultation with the SCAC, shall implement the following options, in the order provided below, to achieve the two hundred twenty-five (225) minutes for planning periods. The Supervisor shall proceed to the next option only if the previous option cannot be achieved."

 

*The four weekly Teacher-initiated morning blocks (120 minutes weekly), your planning time (225 minutes weekly), and your lunch (225 minutes weekly) are three separate rights you are entitled to under the contract. Teachers should not be told by their administrator that they will be receiving less planning time or lunch because they are receiving four morning blocks. *

Secondary Planning Period

 

"23.6.5. Secondary Planning Periods


23.6.5.1. All secondary school teachers shall be given at least five (5) daily planning periods per week that are equal in length to a class period, except as may be mutually agreed between the Supervisor and the Teacher.


23.6.5.2. The planning periods shall be scheduled during the normal workday, as
defined in this Agreement."

 

*The four weekly Teacher-initiated morning blocks (120 minutes weekly), your planning time (at least five (5) daily planning periods per week that are equal in length to a class period), and your lunch (equal in length to a full teaching period. However, in no case shall a Teacher’s lunch period be less than 45 minutes or exceed 60 minutes) are three separate rights you are entitled to under the contract. Teachers should not be told by their administrator that they will be receiving less planning time or lunch because they are receiving four morning blocks. *

How Many Morning Blocks Do I Have Weekly?

Four of the Morning Blocks each week are reserved for Teacher-initiated planning. Please refer to the Monday Morning Brew from January 13, 2025, which goes into detail about Article 23.8. I Am a Related Service Provider, Counselor, Instructional Coach, etc. Am I Entitled to Four Teacher-Initiated Morning Blocks, Planning Periods, and Lunch?

Yes. Everyone under Article 1, is a part of the Washington Teachers' Union and falls within the collective bargaining agreement between WTU and DCPS.

Important WTU Related Service Providers Information on the New Medicaid Requirements

Last week, we reached out to DCPS regarding the possibility of a settlement and getting an extension to the February 14th deadline; however, we have not heard from DCPS. Since we have not received a response from DCPS, please refer to the guidance previously shared below. 

 

The arbitration case that WTU filed over the new requirement is currently pending. Unfortunately, it will likely take at least several months for the case to be resolved. In the meantime, we understand that DCPS has threated to discipline providers if they refuse to complete the registration and attestation forms. WTU believes that DCPS’s actions are unacceptable and that if DCPS were to discipline providers for refusing to comply with the requirement it would violate the contract. A disciplined provider could choose to file a grievance regarding such discipline. However, while WTU believes the new requirement is improper, there is a risk that an arbitrator will ultimately disagree with that view and uphold discipline issued to providers for refusing to comply with the requirement. For those reasons, providers should understand that there is a risk that they may be disciplined if you choose not to complete the registration. WTU will continue to take all legal actions available to challenge DCPS’s actions.
