4) FAQ

  • When does the principal need to provide this in writing?
    • At a minimum - 10 school days before the date of excessing (that will likely be the day after the last day of school). Typically notifications go out in May. They will typically come from DCPS Human Resources and have off boarding information.
  • Should principals begin interviews before LSAT reconvenes to determine areas of certification?
    • No. Positions should not be offered for hire before the excessing process is done, because it is likely that most of the open positions would be available to those who are slated to be excessed first
  • What is the rubric used in the Personnel Committee Process?
  • If the principal cuts interventionists from the budget, how does this work as an area of certification? Does it mean every elementary certified teacher in the elementary school goes through the process?
    • If the area of Certification is Elementary - then yes.
  • What if the principal uses other words such as positions being “reduced” or “discontinued” (So any time that a position is cut, does that means its excessed? The Principal is insisting that the position has been reduced, with no further justification/clarification or showing the final budget.)
    • This is still an excessing and all rights apply.
  • If we have 15 teaching positions and we lose one teaching position for content teachers how do we decide what certification area to excess
    • This is up to the LSAT to recommend based on the needs of the school and the principal ultimately decides.
  • What if the principal bypassed all of these processes and is now proceeding with interviews for new positions despite the LSAT being vocal about wanting to see the budget and wanting the opportunity to provide recommendations?
    • They are violating the contract and a grievance should be filed
  • When does the 60 days start to find another position?
    • The day after the last day of school
  • What does “qualified” mean in this context?
    • It means that the member can prove (through coursework, experience, credentials, etc.) that they are able to do the job
  • Are the interventionist math and ela included into the excesssing process
    • Yes if they are working under the affected area of certification
  • So if there is an AP vacancy and the excessed person wants that opening they can be given the AP position?
    • Our position is that if the member is qualified for the vacancy, then yes.
  • How do we find out if a position has been excessed or reduced, in spite of an increase in the budget allocated to the school?
    • Check out the vacancies to see what they are posting
    • LSAT file a grievance regarding the lack of information from the principal to make area of certification decisions.
